of the I St. Petersburg International Youth Summit of Tech Brokers, Inventors and Rationalizers IpTech

1. General Provisions
1.1. These provisions define the content, procedure for organizing and holding the St. Petersburg International Youth Summit of Techno-brokers, Inventors and Rationalizers "IpTech"
1.2. The International Youth Summit of Techno-brokers, Inventors and Rationalizers is held in a hybrid format on May 24-26, 2023 in St. Petersburg with the participation of Russian specialists and specialists from foreign countries and territories, with the exception of Russian legal entities and individuals committing unfriendly acts against the Russian Federation.
1.3. Venues for the Summit. Russian Federation, St. Petersburg – Chernyshevsky Square, 1, hotel «RUSSIA» (metro Moskovskaya. 5 min.). «St. Petersburg State University of Economics» - 27 Marata Street, SPbSUE. (Metro Vladimirskaya 5 minutes). «Peter the Great St. Petersburg Polytechnic University», Center for Youth Project Activities «Boiling Point – Fablab» (Boiling Point "Polytech"), Polytechnic Street, 29, lit.O (Polytechnic metro station 5 minutes)
1.4. The summit is held for Russian and foreign young professionals aged 17-35 years, managers and employees of companies - developers of industrially applicable technical solutions (including inventions, utility models and industrial designs) designed for various spheres of life and sectors of the economy. Target business entities: - companies representing growing businesses – small innovative companies, start-ups, accelerators, technol parks; - technology and innovation support centers; Universities. Invited people: industry experts, heads of relevant institutions and authorities, media representatives.
1.5. The Summit is timed to coincide with the Russian Entrepreneurship Day on May 26. The Summit is attended by young specialists - both representatives of companies of growing businesses – Small innovative companies, start-ups, accelerators, as well as residents of technoparks and entrepreneurs who have long entered the market and formed their niches.
1.6. The business part of the summit includes congress, engineering-production and exhibition parts.
1.7. Within the framework of the congress part of the business program, leading industry experts’ speeches, TED lectures and master classes of experts, representatives of the business community are held, the International Assembly of Technology and Innovation Support Centers (TISCs) «TISC-2030: Multifunctional Services of the Intellectual Property Institution and the Development of the B2 B#В2С Ecosystem» is held, the Russian Scientific and Practical School of the FIPS Project Office «Modern Patent Analytics for Students and Young Scientists» and other events.
1.8. The exhibition and fair part includes the international fair of industrially applicable technical solutions IpTechExpo (ITE) - 2023 and presentation areas of the Summit participants. The work of the engineering and production zone allows demonstrating the capabilities of technical solutions and prototypes of developers.
1.9. Summit participants will have the opportunity to see new prospects and trajectory of further business and professional development, sign agreements and establish research and production teams.
1.10. The selection of summit participants is carried out based on experience of creative and inventive activities, as well as business achievements that a potential participant presents in a questionnaire posted on the Summit website. Guests attend the Summit with a guest ticket by registering on the website.
1.11. Within the framework of the Summit, an organizational and technological platform for business communication of talented young people from different countries is being formed, designed to strengthen the objective image of Russia abroad, international cooperation and business communications between friendly countries in the field of science and technology.
1.12. Working languages of the Summit: Russian, English.
1.13. The summit is held to expand the dialogue of young people from different countries in the field of youth technological and social entrepreneurship, aimed at activating international technology transfer, promoting the development and strengthening of international economic ties and forming a positive image of Russia abroad
1.14. The organizers of the Summit are the Federal Service for Intellectual Property (Rospatent); «Federal Institute of Industrial Property» (FIPS); the Association of Technology and Innovation Support Centers of the Russian Federation, with the support of the Presidential Grants Foundation and the Gorchakov Public Diplomacy Support Fund.

1.16. 2. Statuses of summit participants
2.1. The Summit is attended by:- "Participants" Russian and foreign specialists, managers and employees of companies - developers of industrially applicable technical solutions (including inventions, utility models and industrial designs) intended for various spheres of life and sectors of the economy, who submitted an application in accordance with Appendix 1;
- "Speakers" - Russian and foreign specialists, managers and employees of companies - developers of industrially applicable technical solutions (including inventions, utility models and industrial designs) for various spheres of life and sectors of the economy, who submitted an application for speech in the framework of the business program in accordance with Appendix 2;
- "Exhibitors" - Russian and foreign specialists, managers and employees of companies - developers of industrially applicable technical solutions (including inventions, utility models and industrial designs) for various spheres of life and sectors of the economy, who submitted an application for participation in the exhibition-fair and / or engineering-production program within the framework of the business program in accordance with Appendix 3;
- "Experts" – leading specialists from among the representatives of the professional, scientific and business community, including international organizations, scientific and educational centers, etc.
"Guests" – representatives of the professional, scientific and business community, including international organizations, scientific and educational centers, etc.
3. Governing bodies and working bodies of the Summit
3.1. A Project Office and an Administrative Directorate shall be established to organize the management of the Summit.
3.2. Project Office of the Summit.
3.2.1. The Project Office includes representatives of the Summit partners, invited persons, the Secretariat.
3.2.3. The Summit Project Office develops and adjusts the provisions of the Summit, its architecture, event programs and regulations, resolves issues of resource provision of the Summit, interacts with partners and sponsors of the Summit on participation in the business program of the Summit;
3.3. Administrative Directorate.
3.3.1. The Administrative Directorate of the Summit solves the issues of operational management of the preparation and holding of the Summit, including the collection and verification of applications of the Summit participants for compliance with the requirements for participants.
3.3.2. The Administrative Directorate of the Summit includes representatives of partners who have the necessary knowledge and qualifications for competent evaluation of the applications of participants submitted for participating in the business program of the Summit. The Directorate considers the participants' applications for a report, confirms the compliance of the submitted abstracts with the stated areas of the Summit business program, forms proposals for the candidacies of the speakers and sends them to the Project Office for approval.
4. Organization and holding procedures of the Summit
4. The summit is held in several stages:
4.1. the first stage is from August 1, 2022 to March 31, 2023. Within the framework of this stage, invitations are sent out, potential participants are informed about the Summit, registration of participants - speakers and exhibitors. Acceptance of applications for participation in the business program as a speaker ends on March 31, 2023 at 23.59 Moscow time. From April 1, 2023 to April 30, 2023, the acceptance of applications for participation in the business program as a speaker.
4.2. the second stage - from April 1, 2023 to April 30, 2023. Within the framework of this stage, the business program of the Summit, the schedule of events of the congress part of the Summit are formed, the design of the exhibition and fair and engineering and production zones is carried out;
4.3. the third stage - from April 1 to April 30, 2023, a map of the poster zone of the exhibition-fair and engineering-production programs, the Official Catalog of the exhibition is prepared; press releases are sent to the media;
4.4. the fourth stage - from May 1 to May 23, 2023, a design project of the exhibition-fair and engineering-production programs is being prepared and implemented, on May 23, 2023, the development of the exhibition area and the arrangement of the engineering and production zone are being carried out, the information zone at the venue of the Summit begins to work; the arrival and accommodation of the Summit participants is carried out;
4.5. fifth stage – from May 24 to May 26, 2023, the St. Petersburg International Youth Summit of Techno-brokers, Inventors and Rationalizers «IpTech» is held;
4.6. the sixth stage - from May 27 to June 30, 2023, the release of the Album of products, projects, services of the companies participating in the Summit is being prepared, post-releases are being sent to the media about the results of the Summit.
5. Registration Requirements
5.1. Submission of an application for participation in the Summit is carried out electronically on the official website of the Summit (https://summit.tiscs.ru/registration). Responsibility for the accuracy and reliability of the information provided in the application is borne by the applicant.
5.2. General requirements for application documents.
5.2.1. Application documents for participation in the Summit include:
- an application for participation in the Summit (formed as a result of filling out the registration form posted on the Summit page);
- consent to the processing of personal data;
5. 3. Registration requirements for participants - speakers of the Summit additionally include:
- abstracts of the speech (2-3 pages);
5.4. Registration requirements for exhibitors of the Summit additionally include:
- description of the company (1-2 pages);
- description of products/services (2-4 pages);
- presentation of the project (the presentation should display the content of the project, no more than 15 slides).
5.5. All documents and attachments are submitted by filling out the relevant electronic forms on the Summit page. All documents (descriptions, abstracts) must be made in the word text editor (font "TimesNewRoman", size: 14, line spacing 1.0). Tables, diagrams, figures, formulas, graphs, drawings, layouts, models, computer images and other materials, are presented inside the main text of the project (doc, docx format documents) or are submitted as separate annexes to the project (in doc formats), xls, pdf, jpg, tiff, docx, xlsx, ppt, pptx, png), or are placed by active links in the attached explanatory letter.
5.6. The acceptance of submitted applications will be subject to the consent to the processing of personal data in accordance with Article 9 of the Federal Law of July 27, 2006 No. 152-FZ «On Personal Data». Consent forms are posted on the official website of the Summit.
5.7. By submitting an application for participation in the Summit, the participant authorizes the organizers of the Summit to use the information provided as part of the application for analytical, informational and scientific purposes (in compliance with the participant's copyright).
6. Awarding of the Summit participants
6.1. All participants of the Summit are awarded with certificates, certificates of honor and letters of gratitude according to their status.
6.2. Summit delegates will be offered Certificates for participation in educational and project activities of the Summit partners.
6.3. According to the decision of the organization committee, additional prizes, gifts and incentives may be introduced for the participants of the Summit (information is to be posted on the Summit website additionally).
